The firms of the 21st century even though maintaining their heirachical organizational structure are increasingly becoming project based. For any change to be employed within the organisation, more thought is being given to carrying it out in form of projects. Government choose to deploy development especially infrastructural in terms of change.

Due to the increase in this number, it is easy to believe that there have been many more projects in the new millenium that there have been in the past. If the case is so, why is the percentage of increasing projects failing?Is it due to the inexperience of project managers?Is it the constraint on financial resources or the time crunch?Is it due to the complex nature of the projects?One could answer ‘Yes’ to any or all of the above questions but the underlying intent here is that project management isn’t common sense.

The limitation of having to satisfy major project objectives of time, scope and cost to bring about the desired value is more than just intuitive. Project management in many respects operate upon inconsistent or incomplete information. If the puzzle was perfect, there will be no need for a project manager to say what the picture is. Likewise, project managers constantly work to fit the puzzle pieces together.
